Was the grandson of the band's third bandmaster William Merseburgh and played bass under Henry Berger. He was appointed bandmaster by the mayor of Honolulu, Joseph James Fern and during his tenure, the band received its first headquarters in Kalihi. Then in 1920, Baker received and accepted an offer to become the sheriff of Kohala on the Big Island of Hawai‘i.
